<p><strong>DAYTONA BEACH, Fla. – Nov. 12, 2018</strong> – It took some coercing in the past year from city officials and residents, but <strong>Volusia County</strong> finally appears set – for the first time since 2003 – to ask developers to chip in more for road improvements around new growth.</p>
<p>The question, though – one that&#8217;s expected to be answered during a council meeting Tuesday – is how much will impact fees be raised.</p>
<p>A consultant has recommended hikes of more than 100 percent in some categories to compensate for fees that haven&#8217;t kept up with rising construction costs. That option is expected to generate an additional $7 million a year for road fixes. But building industry leaders and some council members worry an increase that steep would stifle development or drive up the cost of homes.</p>
<p>While it could make homes more expensive, experts say, other counties that have raised impact fees recently, like <strong>Orange County</strong>, haven&#8217;t experienced a slump in growth.</p>
<p>Still, one alternative that has been tossed around is to roll out increases over a period of years, instead of hitting developers all at once.</p>
<p>&#8220;The impact fees need to be adjusted and they will be,&#8221; said County Chair Ed Kelley. &#8220;I think there will probably be a discussion about how much and how to do this. I&#8217;m in favor of phasing it in because I think that would be fair to everyone.&#8221;</p>
<p>That&#8217;s the approach that the Volusia Building Industry has suggested. In a Nov. 6 letter to the council, the association&#8217;s president wrote that the &#8220;current fee structure is broken and cumbersome&#8221; but cautioned against the proposed increase.</p>
<p>&#8220;Impact fees, like all other development and construction costs, are a component of a new home&#8217;s price,&#8221; wrote Paul Rechichar. &#8220;Any regulatory fee or increase in costs limits access to homeownership.&#8221;</p>
<p>The impact fees, he wrote, should &#8220;rise in a more balanced way,&#8221; and not all at once in order to avoid a major stall in the industry that&#8217;s already &#8220;facing stiff increases from labor rates, material costs, tariffs, increasing interest rates, scarce land supply and increasing regulation.&#8221;</p>
<p>Whatever is decided, new impact fees won&#8217;t go into effect until 90 days after they&#8217;re adopted.</p>
<p>Tuesday&#8217;s council meeting, which also includes the selection of a consultant firm to lead the search for a new county manager, starts at 10 a.m. It will be held at the county administration complex, located at 123 W. Indiana Ave. in DeLand.</p>
<p>The impact fee issue rose to the forefront as local officials were scrambling for solutions to a pressing problem: a noticeable need for new roads and repairs to existing ones – $1.4 billion worth, according to a needs assessment compiled by local officials countywide – but not enough money to fix them.</p>
<p>In an attempt to bring in more revenue, city and county leaders were pushing for a referendum on a half-cent sales tax that would have gone before voters this year. The county seemed poised to sign off on the ballot measure, until mounting criticism over the council&#8217;s reluctance to raise impact fees convinced officials it would be a bad idea to ask voters to pay more before they asked the same of developers.</p>
<p>A higher sales tax – projected to generate $42 million a year – would produce far more money for roads than raising impact fees, but a consultant&#8217;s report showed just how much money Volusia has been missing out on by not keeping current with its fees.</p>
<p>To bring those fees up to date, the study conducted by Clancy Mullen, a principal with Duncan Associates, recommends increases of 107 percent for shopping/retail centers, 135 percent for hotels and 147 percent for single-family homes.</p>
<p>Compared with neighboring counties, the proposal would move Volusia&#8217;s impact fees for homes from the low-end of the scale to the high end. The suggested updated fee of $5,379 – roughly $3,000 more than the current rate – is less than what Orange, Osceola, Brevard, Lake, Alachua, Polk and Indian River ask of developers for new homes.</p>
<p>After the report was finalized, the county gauged public opinion about the proposed hikes through a series of town hall meetings. Several residents encouraged the council to follow the consultant&#8217;s proposal. Former county administrators were also there with the same plea.</p>
<p>At one meeting, Dick Kelton, a former assistant county manager, noted how much worse roads have gotten since impact fees were first implemented. At another, Mary Anne Connors, who retired as deputy manager in 2015, advised the council to &#8220;take action now&#8221; to the fullest extent possible.</p>
<p>&#8220;This is absolutely critical in terms of fairness,&#8221; Connors said at an Oct. 30 meeting in Daytona Beach. &#8220;Until the county has addressed impact fees, as a fairness issue, and brings them completely up to date, there cannot be broad support for the sales tax, which is the real answer for what needs to happen.&#8221;</p>
<p>She continued: &#8220;They (impact fees) need to be fully implemented. Not phased. They&#8217;ve been phased for years.&#8221;</p>

										<content:encoded><![CDATA[<p>When it comes to helping people sell their homes, many of the real estate agents I talk to are always looking for advice. And that makes sense; after all, selling a home is a big undertaking, and you should always be looking for ways to improve your process.</p>
<p>At the same time, many of my clients for real estate coaching benefit from actionable, straightforward advice that immediately boosts their potential. And you can probably relate to that; why make things complicated if they don’t have to be, right? Now, if that’s the case, after decades in the real estate business and as a successful real estate coach, I have just the thing for you!</p>
<p><strong>Update Your Approach to Photography</strong></p>
<p>As a Realtor, you can’t neglect your photography. Today, with tools like Zillow, buyers are browsing homes and looking ever more closely at the photos. While you might think you’re handy with a smartphone camera, the reality is that professionals have accesses to tools like those from Adobe that can make your photos shine even more.</p>
<p><strong>Add Just a Touch of Landscaping</strong></p>
<p>Now, I understand that, as a real estate agent, you can’t simply re-do the entire landscaping. At least, that’s often not an option. But even a few flower pots near the front walkway can spruce up a property and make it more inviting.</p>
<p><strong>Make Sure You Are Accessible</strong></p>
<p>I’ve known many agents who are very accessible to show potential properties to buyers. These agents answer their phones and return calls in a timely way and are willing to go out at a moment’s notice to show a home. If you’re still struggling with this area of the real estate process, take a closer look at your system to see where you can maximize your time and efforts.</p>
<p><strong>Even a Minimal Staging can Help</strong></p>
<p>As a real estate coach, I can’t believe how many agents who are struggling to sell aren’t doing the minimal steps required for staging. Now, obviously, a full stage isn’t always possible. And I understand that. However, bringing in a few minor, select pieces, even accents, can make a property more attractive.</p>
<p><strong>Show Off What Works, Minimize What Doesn’t</strong></p>
<p>On that note, when you’re showing a property, focus in on what works. Of course, that doesn’t mean you have to totally ignore any glaring issues. But with those, you can hone in on the potential that’s offered because of those issues. Is the backyard a little drab? Suggesting the possibilities of how a new deck area might work. Is the carpet somewhat dated? Well, guess what? There might be vintage terrazzo flooring underneath, and many people fall in love with that look.</p>
<p><strong>Price Your Property Right from the Get-Go</strong></p>
<p>Finally, pricing. This is one tricky point that even seasoned agents struggle with. But you should be spending time with the data and developing a system for your area that you can apply to your pricing when you help sell a home. Wondering how you can do that? <p>While Southwest Florida has continued to get more and more diverse, you probably know that it also has a reputation for being a phenomenal place to retire. And for good reason! On the one hand, you only need to look across the country to see prices going through the roof when it comes to properties.</p>
<p>In places like New York or California, it can be nearly impossible to find a home that fits your needs without breaking the bank. And not only that, but you may be missing out on other options that make more sense for retirees. <p>If you prefer that extra bit of security for your home as well, you have options with local condos. Some communities have on-site and over-night security. Many also incorporate other features to ensure a safe environment.</p>
<p><strong>Skipping the maintenance </strong></p>
<p>Mowing the lawn, taking care of the hedges, and power-washing the building. These are all included in most condo units, so you don’t have to worry about them the way you would with a traditional home. This frees you up to really take advantage of your retirement years, instead of doing chores.</p>

<p>When you choose a condo in Southwest Florida, you’re also adding an investment to your family portfolio. <p>As we saw at the end of last year, the Florida and SWFL real estate markets have seen phenomenal growth. Of course, when you compare it to places like New York City or San Francisco, our area also retains its attractiveness for affordability as well. And the fact of the matter is that we also have many excellent amenities to add to that strengthening value and cost-effectiveness.</p>
<p>But as your resource for all things Southwest Florida, I’m constantly reviewing the data. Why is that so important? Even though there are many Realtors throughout the country who are experienced, it takes a trained eye to see trends as they develop. Whether you’re investing or simply looking for your first home, this can make a big difference in the future value of your properties.</p>
<p>So, today, we’re looking at some of the Florida data that’s recently crossed my desk. This way, we can get even more perspective on which way the market is trending.</p>
<p><strong>More closed sales and higher median prices</strong></p>
<p>Ending 2017, Florida’s market saw higher median prices. At the same time, the state also saw more closed sales as well. The month of December, for single-family homes, saw tighter inventory in a market many were already calling a seller’s market. We also saw sellers getting a roughly 96% median on their original listing price.</p>
<p><strong>These factors support increased growth</strong></p>
<p>But let’s move beyond just the data to identify trends, before looking at it in totality. The first aspect I like to highlight is the shortening inventory. Anything below a 6 months rate is considered a seller’s market, and we have that here in Florida. This is also demonstrated by our higher list to sale percentage. When you consider these together, you get the sense that the market is enjoying strong increased growth going into 2018.</p>
<p><strong>But this isn’t the whole story</strong></p>
<p>However, I know that the subtle details also matter. In a way, they can even change your own perspective on what’s going on. For example, because we have far less foreclosures right now, we’re also experiencing a normal real estate market in Florida. Once you take out previous foreclosures from the data, the story changes a bit. In fact, it’s possible to see that any particular house may be less in terms of appreciation percentages than originally assumed.</p>
<p><strong>The bottom-line and connecting the dots</strong></p>
<p>What does this all mean for you? First, for first-time homebuyers, you may have heard that fast-rising prices for SWFL real estate could be an issue going forward. However, when we look at the data, we see that growth is there, but with affordability too. Still, if you’re a seller, you’ve probably enjoyed a solid amount of growth. But, as the market continues to trend in this direction, what can be right for you differs for each person.</p>

<p>With the New Year upon us, many of my clients are asking how changes in 2018 may impact their decision of buying a home. Whether they&#8217;re looking for a condo in Sarasota or a family home in Cape Coral, buyers want to ensure that a new year won&#8217;t bring drastic changes when they&#8217;re in the middle of making such a large purchase.</p>
<p>Of course, every New Year has its own challenges and rewards, from real estate to anything in life. But when you take into consideration what the year may bring, it helps bring perspective, as well as sound planning to your decisions. Although you can&#8217;t predict for sure what the future will bring, taking time to think about the possibilities can help you maximize your financial choices. On that note, today, let&#8217;s look at 3 considerations for anyone buying a home in 2018.</p>
<p><strong>Carefully review your tax situation with a professional</strong></p>
<p>If you&#8217;ve been watching the news, you know that taxes are in for big changes in 2018. And in the real estate industry, people are already talking about what that may bring. Even though you may have reviewed your tax situation previously, now is an excellent time to do a double check. These new changes may have a significant change on your unique situation, whether that means an increased budget or a change in where you&#8217;ve been thinking about buying a home. I also recommend speaking with a tax professional, so that you can get the best insight on your finances.</p>
<p><strong>Go over the regions you might have been interested in</strong></p>
<p>With that in mind, the new tax changes are sure to shake up moving patterns throughout the country, if at least a little bit. For properties like Southwest Florida real estate, this could mean an even greater influx of new residents coming from places like New York and San Francisco. Even if you had a good idea of what areas you might have bought a home in, the tax changes could shift trends in a way that affects your final decision.</p>
<p><strong>Keep an eye on trendy areas for real estate</strong></p>
<p>And to complement our previous point&#8230; I&#8217;m also recommending that my clients look for those areas that are diamonds in the rough, where values could seriously jump. Areas like Northern Cape Coral, Charlotte Harbor, Bradenton, and several others are on my list to keep an eye on. Still, cities in our immediate area that were already becoming trendier could possibly see property value increases over the next 12 months that are very healthy. Of course, your personal situation is what matters most in making that final decision on any of these areas.</p>

<p>Recently, we saw how Southwest Florida communities can be incredibly diverse. From hip downtown areas to rural countrysides, our little slice of paradise has so many options for you to choose from. And when it comes down to it, you have a ton of options even for rural and rustic. This means that when you&#8217;re looking at properties in SWFL, you don&#8217;t just have to go with a condo or a coastal beach house.</p>
<p>While those are fine options, you can also choose any number of more remote homes in the area. For example, maybe you&#8217;re interested in a gorgeous upscale home a bit away from it all. Or maybe you&#8217;ve always dreamed of owning something smaller, but with generous space for raising a horse or two. While you don&#8217;t hear a lot about it, these are all possible in when it comes to Southwest Florida properties. So, today, we&#8217;re looking at 4 more places, all in our upper region, for rustic SWFL properties.</p>
<p><strong>Parrish, Florida</strong></p>
<p>As part of Manatee County, Parrish has a nice selection of SWFL properties that are a little out of the way, without being too remote. In fact, you can have your selection of newer properties with ample space, yet these homes are a short drive to places like Ellenton and Sarasota. At the same time, the majority of these properties remain affordable with additional value potential over the next 5 to 10 years.</p>
<p><strong>Rye, Florida</strong></p>
<p>First, the thing I love about Rye for Southwest Florida communities is its proximity to the Rye Preserve. Canoeing, hiking, camping&#8230; these are just a few of the activities you can do right in your own backyard. Still, this little community is filled with beautiful homes at cost-effective prices. While it&#8217;s a little further away from Sarasota, Rye has access to some unparalleled outdoor amenities.</p>
<p><strong>The Ranches at Bern Creek, Florida</strong></p>
<p>When you see the SWFL properties in and around the Ranches at Bern Creek, you&#8217;ll certainly agree that they can be very stunning. Now, properties in this Southwest Florida community become available less often, but you can definitely see the appeal in this area. A little rustic, plenty upscale, but still within an affordable range for many, it has properties that can be difficult to find elsewhere.</p>
<p><strong>Saddle Oak Estates, Florida</strong></p>
<p>If you&#8217;re looking for luxury real estate in Southwest Florida, Saddle Oak Estates may be what you need. These properties can have amazing views and landscapes that surround them. There are also opportunities to purchase attractive lots for just about any home you can dream of. The price point is a bit higher than even Bern Creek, but if you&#8217;re in the market for more rustic SWFL properties, this one is worth a look.</p>

<p>If you’ve searched for properties in Southwest Florida, you’ve probably noticed that coastal homes are a big feature. At the same time, these are where many of our larger metros are, leading to access to many different types of amenities. For example, throughout the area, we have a budding food and craft beer scene, excellent fishing and boating, arts and entertainment, and more.</p>
<p>Still, you may have decided that something more rustic is right for your real estate needs. Whether it’s because you’d like to get away from the bustle of a metro area or the idea of a little extra land appeals to you, there’s more than one reason for wanting to go a bit more rural.</p>
<p>And because properties in Southwest Florida provide numerous options, you can most likely find the home of your dreams! Here are a handful of areas to look at when you’re thinking that rural properties in Southwest Florida might be right for you.</p>
<p><strong>Orangetree, Florida</strong></p>
<p>Located in Collier County, Orangetree isn’t one you’ll hear much about when it comes to properties in Southwest Florida. That’s because it’s considerably off-the-beaten-path. The nice factor about Orangetree is that you can find new construction in an area that’s out of the way, but you can also find affordable lots at the edge of town with more space.</p>
<p><strong>LaBelle, Florida</strong></p>
<p>First, I have to mention how LaBelle has its own festival celebrating the state tree. This celebration features a 5k run, rodeo and more. But let’s talk properties for LaBelle. In addition to a few choices in new construction, there are also occasional rural choices that are worth looking at. In fact, you can even find larger estate properties that are much more affordable than other parts of the country.</p>
<p><strong>Bowling Green, Florida </strong></p>
<p>Located to the side of Tampa Bay and Sarasota, Bowling Green is a place known for its historic buildings like the Bowling Green Train Station and other vernacular construction. In the area, you’ll find that the inventory can be a bit tight, but that rustic properties become available on occasion; in addition to new construction choices.</p>
<p><strong>Arcadia, Florida</strong></p>
<p>Located in DeSoto County, Arcadia is another area that isn’t often mentioned, but that you’ll want to consider if you’re thinking about rural properties in Southwest Florida. Not only is the historic district on the National Register of Historic Places, the small city also has several annual events that draw in local crowds. However, in the area there are numerous properties with generous space to enjoy at prices you’re sure to love even more.</p>

<p>Now that December is here, my Southwest Florida real estate team is starting to review how our market shaped up for the year. That means digging into the trends that defined SWFL properties, from Sarasota to Marco Island. Having this understanding is critical for providing our clients with the best guidance when it comes to buying or selling a home in Southwest Florida. In addition to regularly reviewing the data, we also like to anticipate what we might see in the coming year.</p>
<p><strong>A Phenomenal Year for Southwest Florida Real Estate</strong></p>
<p>Throughout this year, my team saw strong signs that our regional real estate market is healthy and growing. Home values have continued to strengthen in key areas of the region, and we’ve experienced a surge in business for my team. And it’s not hard to imagine why this is the case: while the rest of the country’s prices have gone through the roof, SWFL has remained affordable. This is while amenities in the area grew as well.</p>
<p><strong>Hurricane Irma’s Effects on the Area</strong></p>
<p>Of course, we can’t do a 2017 Southwest Florida real estate wrap-up without talking about Irma. With the storm came plenty of questions from just about everyone I know. And that’s perfectly understandable. From flood insurance to buying trends, Irma had the power to shake up lives and the market. But in reality, once it had passed, we learned a few vital lessons. First, Florida has become amazingly efficient at dealing with post-hurricane situations. It’s hard to explain or capture this in words, but just the sheer number of utility workers, from as far away as Wisconsin and Montana that came to our support was outstanding. And best of all, even though we experienced a slight dip in the real estate cycle, life returned to normal fairly quickly, all things considered.</p>
<p><strong>Tax Concerns have been on Everyone’s Mind</strong></p>
<p>Of course, just as everyone has been talking about tax bills on the national stage, this topic has been at the forefront of anybody’s mind that is buying or selling local real estate. And with the news of the Senate’s bill hitting airwaves this week, many people are wondering how their unique situation will be impacted. This is one we’ve kept a close eye on as the conversation developed during the year, and a topic we expect to monitor into 2018 for our clients.</p>
<p><strong>The Larger Economic Perspective</strong></p>
<p>And speaking about the larger, national perspective, 2017 brought with it new all-time highs for the stock market, in addition to real estate markets strengthening in many areas of the US. While Southwest Florida isn’t totally reliant on tourism dollars, it is good to see healthier signs from an economy that some feared was still showing symptoms of slowing down. For us, it’s meant that business has continued to set up shop in our area, contributing to a burgeoning economic sector that’s more diverse, with more opportunities. And that’s something I think we can all get behind.</p>
